Windows 10 desyncs repeatedly

I was trying to play some multiplayer last night, but every time I connected to a server, it would immediately desync. After it redownloads the map, it desyncs again. It does this over and over until I get tired of watching it. I tried 3 different PCs; a desktop, a laptop, and a MS Surface pro 3. All of them run Windows 10 and all of them suffer the same issue. While troubleshooting, I left a ping running to 8.8.8.8. Before the map starts downloading, the pings are a pretty consistent 30ms. As soon as the map starts downloading, they shoot up to over 500ms and even drops a few here and there. This behavior is repeatable and consistent across multiple servers around the country and world. I tested it at work with a different ISP as well with the same results. I even setup a VPN to a friend of mine, and it does the same thing over the tunnel. It finally occurred to me that WIndows 10 itself might the be culprit, as I hadn't played since upgrading. I have Linux dual booting on my Surface Pro, so I figured it would be the perfect test. On Linux, the game runs perfectly with no desync problems whatsoever.
Has anyone else had this issue or have any suggestions for fixing it? I've tried disabling Windows firewall and stopping its service, but I'm out of ideas at this point. Attached is a log of the resyncs, if it's any help.
