be able to open items to the network in requester chest

Hi, I have a suggestion!
I would like to be able to set: store items of this type in this chest, if you contain more than x robots can pick up excess from this chest.
If you have a requester chest set for store all belts here, and then the beltfactoy ->smartinserter into a passive provider. the factory will produce until requester chest is full then towards the limit of the smart inserter. This happens because all items that gets dropped into a requester chest will "dissapear" from the network. To be able to set a floor value in the requester chests, where items over this floor will be available in the network would be golden.
We can then choose where items will be stored. example when we upgrade belts, and trash all old belts. Now they go into storage chests. We can use combinators to limit production when count is larger than x, but all of the belts are hidden from the network. To put them back into the production would then be trivial and keep them available to the network at the same time would be great.
