Hey,

so i noticed that my belt rebalancers aren't working anymore in 0.12.0 so i tested a few things.
It turns out in 0.12.0 splitters take 6 items from the left input for each item on the right as can be seen here:

What is even more annoying that balancers is this: http://i.imgur.com/JFU3tfc.png
As you can see lanes on the left have huge gaps but the lane i marked with red is not moving at all. the right side of the of the other belt is moving like 1 plate per second. This makes really hard to deliver plates to far ends of the base.
