Territorial - a Land Claim System

Many anti griefing tools are based on whitelists, roles, timers and polls. In order words they require explicit moderation.
This is an attempt to create something self regulating. Players build and their creations are protected as their territory. A player can only interact with their own territory. It is however still possible to cooperate by connecting belts, rails, pipes and cabels across chunk and territory boundaries.
A chunk is claimed (added to a territory) by building the first building in it and it is released (removed from a territory) by destroying or mining the last building in it. Furthermore, console commands allow individual chunks or entire territories to be reclaimed (released or assigned to a different player). That way a leaving player can distribute their territory to others before they quit.
This is different from forces as all players still share the same research progression, map charting, robots and friendly fire protection.
