[2.1.19] Space platform request priority is not honored for platform->platform transfers

Normally when building a space platform the cargo bays and foundations are prioritized. However, if the requests are satisfied by another platform (e.g. launch everything for the new platform to an existing platform first), the priority is not honored and things are sent over seemingly at random.
What did you do?
Enabled construction requests on a new platform after pre-launching all the materials to an existing platform already in orbit.
What happened?
The tooltip claimed cargo bays were being prioritized, but inserters and belts were sent instead.
What did you expect to happen instead?
Cargo bays (and then foundations) should have been sent first, as indicated by the tooltip.
Does it happen always, once, or sometimes?
Always.
The supplying platform contains all the materials including the cargo bays and has no conflicting requests. If I wait long enough the bays/foundations are eventually sent over from the other platform, they just aren't being prioritized. If I disable platform->platform transfers, the bays and foundation are prioritized by rockets as expected, it's only when shipping them over from a different platform that the priority is not honored.
I have attached my save at the point that reproduces the issue. Enable construction requests on "New Platform" and see things get sent from "Vulcanus Supply Platform" in the wrong order.
