[2.1.19] Ghost electric poles take line and electricity gone

Ghost poles take the electric line, even tho physical eletric poles are in range.
I re-created it as attachment.
Just to add question about "shooting first base with artillery" is it even currently possible in space age? Bases are super aggresive.
