Dynamic Graph Y-Axis Minimum

Dynamically change the Y-Axis minimum value similarly to how the max Y-Axis value changes (Versus the always 0 it currently is).
The Production & Power Graph Y-Axis maximum is scaled to the largest value currently displayed. This is nice for hiding the higher value curves to look at anything lower down, but doesn't help if you want to look at the higher value curves only. If the Y-axis minimum was dynamically adjusted the same way as the maximum, it would make viewing curves that are at higher values more useful. This change would also ensure the entire visual area of the graph is used regardless of the range of values being displayed.
