Inter-platform logistics not working for new platform

I figured I'd post this here before the bug reports section in case it's a case of me doing something incorrectly rather than an actual bug. Basically, I have a stationary space platform above Vulcanus that contains about 3k space platforms in inventory. I now want to create a new platform above Vulcanus. I'd expected the new one to quickly request all the required platform from the stationary one (it requires about 1.8k platforms), but it absolutely refuses to import any space platforms from the stationary space station. The logistics requests show available stock in space platforms as "0" even though (see attached screenshots) the stationary space station clearly has nearly 3k in stock. Did I make a mistake here in how I've set things up?
