[2.1.17] Unable to pump fluid out of both sides of a fluid wagon

The pump on the right side is not pumping fluid out. So I put the right pump first then I put the left pump, the left pump was not pumping out, so I deleted and replaced the right pump. This is why there is some left over fluid on the right side, but it is not pumping out of the wagon.
The expected behaviour is that both pumps should be pumping out fluid. I recall seeing this in 2.0 but was under the impression this was fixed in 2.1. Did this somehow got "unfixed" ?

Expected behavior is that one valve on fluid wagon accepts at most one pump. Not a bug.
