[2.1.17] russian letter "ё" closes the chat

What did you do?
Open the game chat. Switch to the Russian keyboard layout. Type the letter "ё" (which is mapped to the same key used for opening the chat).
What happened?
The chat window closes instantly.
What did you expect to happen instead?
The letter "ё" should appear in the chat line.
There was no such issue in previous versions (2.0.77, 2.1.7). Also, changing the chat key to another letter (e.g., "T") fixes the issue because typing that letter does not close the chat.
