[2.1.16] Inserting on splitter ignores unfiltered output priority.

2.1.7 introduced this change:
Most use-cases seem to be working expected, but there's one I encountered that isn't. If I set an unfiltered Output Priority, it is correctly splitting the items, but the output priority seems to be ignored.Inserters dropping items onto splitter always insert on the input lines.
- Output priority should be on the lower belt.
