[2.1.14] Underground belt sideloading takes priority over continuous belt

I am sideloading a continuous belt using an underground belt on a space platform.
As shown in the attached video, the items coming from the underground belt appear to get priority over the items already traveling on the continuous belt. This causes the main belt flow to be interrupted/stopped at the sideloading point.
I expected the continuous belt to keep moving normally, with the underground belt only sideloading items when there is available space on the corresponding lane.
The issue is reproducible with this setup. I have attached a video and the save file showing the issue.
The platform name is "A Legen Ice I".
