Add a tooltip on blueprint ghosts to differentiate between unsatisfied ghosts

TL;DR
Add a tooltip on blueprints ghosts to tell whether their request is currently being satisfied.

What?
Currently, when a blueprint ghost has a construction robot assigned to it, it turns to a light blue color. This color shift is so subtle that I can practically never tell whether the request is satisfied or not, unless I see both satisfied and unsatisfied ghosts in the same frame to tell them apart.

This problem is especially worse during night time, but I struggle to tell the difference during the day too. Having a tooltip on hover that tells you whether a bot is coming to satisfy the ghost would be really convenient so that it is very clear.

maybe dont just change the brightness, but change the whole hue, to be more greenish or something.
It should be more obvious.
