[Lou][2.1.14] Offshore pump is placed before landfill or foundation is placed

- What did you do?
I shift-placed offshore pumps in the middle of lava on Vulcanus and water on Nauvis and Gleba.
On Nauvis, I had offshore pumps in my inventory, while landfill was stored in a chest far away.
In Gleba and Vulcanus, both items were in chest but offshore pump was stored closer to the built site. - What happened?
Offshore pumps were placed before landfill or foundation was placed. - What did you expect to happen instead? It might be obvious to you, but do it anyway!
Construction robot holding the offshore pump would wait until landfill or foundation had been placed. - Does it happen always, once, or sometimes?
It always happens in the attched save. I didn't test it in other worlds though.
I didn' test it on Fulgora and Aquilo.
