[2.1] Minimum and maximum functions in arithmetic combinators.

TL;DR
Add mininum and maximum functions to the arithmetic combinator.
What?
Add `min` and `max` to the existing set of operators, and implement them in the obvious way.
Why?
In lieu of the decider combinator getting a major upgrade, the arithmetic combinator is in need of some extra functionality, and this is a very minor feature that I have on multiple occasions wanted to have.
"Min and max are not arithmetic operations."
Then lets get rid of AND/OR/XOR and bit shifts too, because they aren't arithmetic either ;)
"Can't the decider combinator do this?"
Glad you asked. Here's a challenge for you: I would like the maximum value of signal A and signal B output as signal C.

C = max(A, B)
With my proposal it would be as simple as:

If you can show how the decider combinator can do this, hats off to you because the best I can do is maximum of A and a constant output as A:
