i juts got power armor and battery but i cant work out how to charge them

Add solar pannels/fusion reactors, I dont think there is other way

I had to figure this one out too lol, I think a nice alternative use for the accumulators and/or steam engines, especially if we get items that use a lot of power (laser rifles anyone?), would be to have a slot to recharge the armor/batteries more quickly. Or perhaps a separate charging station (which could later be used for logistic robots to return to when there is no work lol).

A portable laser defence already exists in the game :-D
