My suggestion is to increase cargo bay's hatch bonus to a higher value, for example 3 like the cargo landing pad has.

It seems that in the late game more often than not the limiting factor is the cargo hatch value that limits the amount of rockets received/sent than the items that the cargo bay can hold. A value that is deemed by the game itself as secondary should not be playing such a decisive factor in how many cargo bays you place. I always found myself placing cargo bays based on the cargo hatch amount that it can support during the late game and felt limited by it while never felt limited by the max item count that supposedly is the main objective of a cargo bay. A higher value like the one the cargo landing pad has would improve things by a lot in that aspect.

In what way does the game deemed it "secondary"? It seems pretty clear to me at least that cargo bays are meant to increase both storage and throughput. Indeed, the fact that one scales with quality while the other does not strongly suggests that it is the explicit intent of the game that, early on, you place them to add more storage, while later in the game you place them for added throughput.

Neither is secondary; they just matter differently at different points in the game.

According to the CargoBayPrototype definition, the inventory_size_bonus property is both Required and "Cannot be 0"; this enforces that the Cargo Bay must do something. These features were all present with the initial release of Space Age (2.0.7).

Meanwhile, the hatch_definitions property is Optional. Display of Hatch Count was not added to Platform Hubs until version 2.0.33.

It certainly seems fair to consider this a Secondary property of the Cargo Bay.

Also visually, it is pretty clear the the Space Platform Hubs hatch is bigger and therefor can allow 3 simultaneuos interactions.
Whereas the Cargo Bays hatch is tiny in comparison and I cannot imagine it handling more than one pod at any given time.

Would I use a building that has 3 hatches like the Space Platform Hub? Absolutely. But unless the CargoBay is updated visually I'm against this. Maybe add a variant with a triple hatch and less cargo space.
