Loading freeze bug [Windows 11] 2.0-2.1.4

Ever since 2.0 released I get the occasional bug where loading into the game gets stuck around ~77% loading sprites, the game freezes, and windows itself becomes unresponsive.
It does not happen every time, it seems to happen at random. It has happened both right after a boot up and after hours of uptime, and only when initializing the game.
I thought it might be mod related but even when I have no mods installed (not even Space Age/elevated rails/quaiity/recyclers) it occasionally happens.
My OS is Windows 11, and it has been less than a year since the last factory reset. I have the most recent drivers for my graphics card/audio driver etc.
The only thing that is unusual about my windows install is that I bypassed the TPM requirement for Windows 11 as my hardware does not support it (according to Windows anyway).
This also happened despite repeated file verification via steam, and the factorio cloud saves I have are not many and not larger than 700MB, totaling about 3GB.
Additionally /sfcscannow reveals no drive corruption/errors. Factorio is on an SSD.
Steps to reproduce:
Have the most recent version of Windows 11
Repeatedly launch Factorio
I should probably switch to MintLinux
