What happens?

When force building a blueprint with no tiles in it on Aquilo's ocean, it will automatically place ice platforms under all entities, and concrete under all entities that require it. But if an entity both requires concrete and is overlapping a tile that a curved or half diagonal rail is on, only the ice platform tile ghost is created, and the entity ghost is removed once that is placed.

Steps to reproduce

1. Place at least one concrete on ice platform somewhere, so any blueprints force-built will be placed with concrete
2. Force build the following blueprint in Aquilo's ocean:

Expected result

Ice platform is placed under all rail tiles and both inserters, and concrete is placed under both inserters, allowing both inserters to be placed.

Actual result

The left inserter does not have concrete placed under it, and its ghost is removed once a bot builds the ice platform under it.
