[2.1.14] Reordering shortcut bar's shortcuts is messed up by hidden 'Toggle visibility of tall entities' in base game

Steps to reproduce:
'Create spidertron remote' shortcut button in the shortcut bar stays in the same place no matter how I try reorder it through the reordering menu.
"What did you expect to happen instead?"
Reordering the 'Create spidertron remote' shortcut in the reordering menu should change it's button's position in the shortcut bar.
In fact you can cause even more of a mess!
I attached the player-data.json resulting from following steps 1-6. It seems from my testing that reordering brakes from "toggle-tall-entity-visibility" not being the last in the list. Trying to reorder the shortcuts that come after it, reorders unrelated shortcuts instead.
- Launch a fresh Factorio instance from 2.1.14 ZIP package (no Space Age)
- Enter a save and run '/unlock-shortcut-bar' command ('Create spidertron remote' should be the last shortcut now)
- Exit the save and enable a mod that adds a shortcut (I attached a most bare-bones mod that does that)
- Enter a save and reorder the modded shortcut to be second to last (before 'Create spidertron remote')
- Exit the save and disable the mod
- Enter a save and try to reorder 'Create spidertron remote' to the first spot
