[2.1.14] platform requests missleading text

When a ship needs some platform to build and requests things for cargo. The cargo request reads "waiting for higher priority item" even if the cargo items getting launched.
It's not a "real" issue, just a not-100%-perfect-text. Because it's telling you that it has to wait, while it does not wait.
In this case there are rocket silo's exclusive for em plants, that are not enabled to request items from logistic network.
