In these positions rail signals appear to make sense visually and spatially but their placement is nevertheless prohibited.

Not a bug. Those positions are not viable because they are not near end of a rail piece and rails cannot be divided in half by signals.

[2.0.77] Viable rail signal positions are not utilized.
