Upgrade planner should naturally upgrade building quality if nothing else is possible.

I suggest that for buildings that have no improved versions, the upgrade planner should naturally place a building of higher quality.

I tried today to upgrade a biochamber from quality1 to quality2, hoping that this would happen naturally since there is no other building to replace it. But no :cry:

I love how the upgrade planner without configuration will naturally do the obvious thing such as upgrading

* yellow belts to red, to blue,
* assembler1 to assembler2 to assembler3,
* yellow inserter to blue to green

Why? This would be super convenient and there is no downside for all the buildings that have no other replacement.

Only assembler machines and furnaces do, as far as I know.

* by "naturally" I mean the upgrade planner that we always have in the toolbelt and which "just works" without configuration. I know that it would be possible to create a custom upgrade planner to upgrade buildings, but that is a lot of work.
