Allow pre-editing Enable/Disable conditions

TLDR: Inserter enable/disable checkbox being unticked should not prevent setting the condition.
When I connect an inserter via wire to say, a chest, and then click the Enable checkbox, the inserter becomes disabled - good. I then edit the conditions under which it should be enabled and it becomes enabled again - good. However, during the time it takes me to configure the inserter, it is disabled for a few seconds - which is undesirable in the case where the condition I plan to enter is already met (which, for me, is usually the case).
I can also tick the checkbox, change the condition, then untick it.
But I can't change the condition while the checkbox is unticked.
I'd like to be able to change the conditions regardless of whether or not the checkbox is ticked. The ability to do this would not hurt anybody, as the condition doesn't do anything unless the checkbox is ticked.
The preferred way of working, for me, would be to set the condition first, then tick the box to say "respect the condition".
