I'm requesting an item (Storage Chest in this case)

The ship in orbit has the item...
But it never drops it...
did I miss something, is it me?

on further testing, changing it to a specific planet then triggers the orbital drop.
The question then in why?
if I wants any planet my ship visits to be able to supply, then to drop it back...
that's not game breaking right?

If I'm reading your post right: that prevents an infinite loop of planet -> space platform -> planet -> space platform -> ...

The general mechanic is that if there is some request for an item for a given planet, the platform will never drop this item to this planet. Even if the amount is 0. So if you have a request for an item for all planets, this item will never be dropped to any planet.
