[2.1.9] Construction robot loop during building upgrades

Personal construction robots stuck in a loop. I noticed this in a modded playthrough however I disabled all mods (including DLC) and replicated it. I haven't noticed this in previous versions, but I didn't go back to check.
Steps to recreate:
1. Start new game and /cheat to unlock everything and give yourself personal robots etc. Then /cheat off.
2. Place mk2 assembling machine with modules in it.
3. While you do not have any mk3 buildings in your inventory mark the mk2 building for upgrade.
4. Place a blueprint of an mk3 building with 4 modules on top of the mk2 building thus ghosting in the extra modules.
5. Watch your robots freak out trying to complete a job that can't be done? Video & save attached.
What did you expect to happen instead? It might be obvious to you, but do it anyway!
I would expect the robots to stay in my inventory as there is nothing for them to do.
