[2.1] Add ability to set radar channel via circuit signal

I think we should be able to set the ability to set radar channel automatically with a circuit signal
What?
I think you should probably be able to automatically set the radar channel which was introduced in Factorio 2.1 - One less thing that can only be done manually, this is an automation game after all, and it would prevent the requirement of resorting to switching between a massive array of radars set to every possible signal, of which there are billions so that presents ... issues for UPS.
You'd obviously also need to be able to need to exclude the signal you're using to select the channel, which I've also added to the mockup here as a separate option.

Why?
This is a factory game! It's about automation, and this feels like a kinda strange limitation. I feel like it would massively improve the capability of radars and allow for some really cool builds.

Have you tried Parameterising the Channel value in a Blueprint? I have not tried it myself yet.

I tried, I don't think you can. Also, an example of a use case: When I place an outpost, it automatically checks and selects a free communicate on, and renegotiates if there's a conflict. Could be extremely cool imo
