[2.1] Electromagnetic plant behaves unexpected with fluids - and never crafts when next to a tank and foundry

Setup:
Empty tank, Foundry that creates holmium plates, and a electromagnetic plant also requiring holmium solution.

Problem Description:
If you slowly output holmium solution into this system (e.g. using a chemical plant), then the foundry will take all the holmium solution.

Problem:
The electromagnetic plant gets some of the fluid, however the fluid will flow out of the electromagnetic plant and will all be absorbed by the foundry, because the fluid cannot flow out of the foundry. Resulting in the electromagnetic plant never crafting, as it never gets enough fluid to start the recipe and all the fluid is already gone once the next fluid enters the system.

Expectation
I would expect any fluid that is needed by a recipe to remain in the electromagnetic plant, and therefore the plant being able to craft from time to time, and not only the foundry.
The electromagnetic plant should (in my eyes) allow fluid that is not needed in the crafting to flow through and should not let fluid needed for crafting flow back out.

Current Workaround:
Add a pump to disallow fluids that reached the electromagnetic plant to flow back to the foundry. That however has its own drawbacks of course.
