[Twinsen][2.1.9] Train cargo wagons don't follow the 'Vehicle driving mode' control setting

A relatively trivial inconvenience I noticed is that selecting 'Heading' as 'Vehicle driving mode' in controls doesn't apply while driving a train while in a cargo wagon.

To replicate, use Heading as driving mode and enter a cargo wagon that is connected to a fueled train. If for instance the train is pointing towards South (down) side of the map, using key 'Move Down' won't start the train. You would need to press 'Move Up' to accelerate the train in southern direction.

While if you are inside a train and not the wagon, the 'Heading' option works and using key 'Move Down' will make it accelerate.

The cargo wagon may be facing the opposite direction from the locomotive. I'm not sure what the intended behavior is in this case. If it doesn't always use the direction the ridden stock is facing, then it would have to search the train for locomotives, make sure they are all facing the same way, and then use that way instead of the wagon's direction. Bidirectional trains are indeterminate if you are not driving a locomotive.
