[2.1] Fulgora generates patchwork of different oil ocean tiles

1. What did you do?
I landed on fulgora in a save created in version 2.1.9
2. What happened?
The shallow oil ocean is now a patchwork of seemingly 2 different tiles separated by a rather harsh transition (see attached screenshot). According to the editor, those are indeed 2 separate tiles; Oil ocean (the darker one) & Oil ocean 2
3. What did you expect to happen instead?
I expected the oil oceans to look like in 2.0.77. There, the shallow portion of the oil ocean consists of only one tile (Oil ocean) from the looks of it.
4. Does it happen always, once, or sometimes?
It happens consistently across multiple saves, including ones updated from 2.0.77 to 2.1.9, saves that were made in 2.1.9 and when discovering fulgora using the map editor on any saves that I could load.
