Improve set filter functionality on splitters

Splitters currently allow filtering an item by conditional quality.
But when using the circuit network with a set filter, the choice is atomic. You can't set a filter for an item outside of one single quality. If I want to set a filter dynamically, I can't filter all iron plates regardless of quality, or quality greater than a certain value.
It would be nice to be able to program splitters from the circuit network and have more control over how they treat item quality. Or allow the use of a wildcard quality signal for any given item in the circuit network.
