[2.1.9] Signal placement on elevated rails works even when they are hidden

When placing signals, signal positions on elevated rails are still eligible even when the "hide elevated rails" option is enabled. I expect them to not be available to aid placement of signals on rails under the elevated section.

I just discovered the same issue. When hiding tall entities, I can still place signals on the elevated rails, but I can't remove them.

It looks like this feature simply doesn't include building logic in any way. The only 2 things it does is visually make them transparent and prevent selection with the cursor or selection tools. Since I am not seeing anything in the code that says they shouldn't be buildable for now I am moving this to not a bug.
