Allow removing items in restricted chest slots automatically

TL;DR If I have an item in a restricted (red) slot in a chest, it's painful to get at it, I usually need to remove it manually from the chest and trash it, or store it somewhere else if I want anything to use it. That's annoying.
What?
Lets say I have a passive provider chest that I've limited to only having 50 iron plates (one stack)
but I screwed up, and forgot to limit it initially, so it actually put 10 stacks in the chest.
I can limit it to 1 stack just fine, but when I do that, the rest of the item stacks are essentially "invisible", meaning inserters, bots, etc won't see any items in the chest that are outside the first slot.
I propose adding a new checkbox along the lines of "Allow removing items from restricted slots", that makes the items in restricted slots visible to anything trying to remove items, without allowing anything to be inserted.
Why?
This would make the game less annoying.
