[Genhis][2.1.8] Platforms with low request amount never receive items used by other high throughput platforms.

I've got three platforms.
One providing plenty of a item. Always enough in stock.
One requesting and using a lot of that item, but not slow or fast enough that the request ever gets fulfilled or emptied. Current + on the way is almost always equal to the amount requested.
One platform requesting a small amount of that item, either for construction or its own request.

20k available foundries at all time but never gets satisfied.
Toggling requesting missing materials doesn't fix it.
The foundry was not upgraded with a upgrade planner.
If you increase the request amount it does get fulfilled.

Usecase: I've got a few stationary platforms making quality iron plates in space, provided with iron and calcite from another platform gathering calcite and iron ore en route between planets.

When building a new platform I request some items to kickstart fuel production. Calcite and iron ore never gets fulfilled even though there's 100k in the platform gathering them.

What I expect to happen is that those items eventually get provided.
I understand a platform providing items stops checking for other platforms to provide to if it has found one eligible one. It seems currently it provides the items to the platforms with the highest (unfulfilled) request amount, potentially never fulfilling platforms with low request amounts.

Edit: Might be related to 134162 or 134241, have not confirmed.
