[Klonan] [2.1] Early game expansions not spawning any worms

I noticed a similar pattern for 2.1 expansion being too strong, at least for starting area.
I started with the following (default map settings):
To me, out of the 4 expansions, only 1 seem normal. All 4 of them did not have any worm. Did the change to worm spawning swing the balance a little too far?
Seems to me that we are having a reversed situation of what Klonan described as "problem with pre 2.1 nests", at least for the starting area:
