Looks like upgrading to 2.1.9 doesn't fix the issue for the saves which were previously affected by the bug.
I researched my first Fulgora tech on 2.1.8 and didn't get the achievement. THe in-game achievement tracker said that I already researched production or utility science (not true).
After loading the save on 2.1.9, the achievement trackerwas still showing the achievement as blocked. Researching my second Fulgora tech did not trigger it.
