Tesla Turret will only be built when electrolyte fluid level in pipeline exceeds 33% (independent from amount available)

I did post it anyway since this is not an issue of "sharing" fluid evenly, it is blocking the Tesla Turret to be built even though there is more than enough fluid in the pipeline.
What did you do?
I use one pipeline for Electrolyte on Fulgora, the pipeline is about 22% filled What happened?
All consumers which need a small amount of electrolyte are running, but the Tesla Turret which needs 500 electrolyte per craft does not fill its input buffer with the available fluid but stays at ~332, rising a bit, dropping a bit.
What did you expect to happen instead? It might be obvious to you, but do it anyway!
I expect that the EM plant is using the available Electrolyte in the pipe to craft a Tesla Turret. Pipeline contents say 790, Tesla Turret needs 500, so should be good to go, no?
Seems like it can only fill its input to the "level" of the pipeline. I guess the input buffer is around 1500 for the Tesla Turret recipe and if there is less than 33% in the pipeline it will not start crafting, no matter how much fluid is in there. (332 is about 22% of 1500, so the numbers would fit).
Does it happen always, once, or sometimes?
Always. I did a test in editor where I built a tank and an infinity pipe which puts the fluid level to exactly 33%. This means there is >9000 Electrolyte in the system but the EM plant will still not build the Tesla Turret because it only "sees" a fluid level of 495.
