[2.1.8] Inserter rotation from assembler to belt increased by 1 tick

-What did you do?
Place an inserter moving items from an assembler onto a turbo transport belt and measure its rotation time.
-What happened?
In version 2.1.8, the inserter's rotation time increased.
-What did you expect to happen instead? It might be obvious to you, but do it anyway!
In previous versions, including 2.1.7, the same setup had a rotation time of 14 ticks. I expected the timing to remain unchanged.
-Does it happen always, once, or sometimes?
Always.
