Launch rocket circuit condition

Possible dupe but (hopefully) demands/allows its own thread: One gripe remaining is lack of a circuit condition to fire the rocket. Can we add this?

Basically 2.1's reworking of rocket logistics combined with global surface signals fixes so many of my gripes. I'd love to see this fixed too and honestly the logistics would be close to perfect for me, now.

I honestly don't care how it works provided it does. A popular mod does this, but to save UPS demands you 'hold' the signal for a number of seconds before the mod picks it up. I can make a latch/counter no biggie. Yes, a mod works, but feels silly when so much of the game already is circuit friendly.

One challenge of course is including the destination platform identity in the signal. Honestly I'm fine with a hacky solution of "put a number at the start of your platform name and send signal with that number". Or maybe give a dropdown of the name in the circuit condition setup; despite being less flexible I am fine with a unique silo for platform. If platforms share same name, pick round robin, or whatever.

Yeah maybe much of Wube's hard work to make rocket logistics 'default behavior' more friendly will make my manual logic go away, but MAYBE I WANT TO DO IT MYSELF in my own way? (insert babyrage emoji) :D   Sorry I'm in love with circuits.

Related 'gripe' about not being able to insert rocket part components as cargo, and my suggested solution:

Much love to Wube <3 for such a great game.

This came up a lot in relation to mixed rockets not autolaunching (pre 2.1). One question I have is the semantics. When circuit goes from 0 to not 0, launch? What if there's nowhere suitable to launch to, and how does that interact with other normal (not circuit controlled) silos competing for the same pool of platforms? Is there a priority system? If the circuit triggers but the seemingly ready rocket doesn't launch for some reason, it could be confusing.
