[2.1.7] missing localisations (german)

I have catched some missing german localisation. No "real bugs" ofc, but i have no idea if you keep track of these and there are quite a few.

likely an old one i think:
- build an entity with parameter as recipe, in tooltip of the parameter (both initial selection and after set in entity, need to be able to set parameters directly as recipe), inputs and products: "None"

more built entities:
- reworked logistic network input condition text + tooltip: "Enable if"
- radar mode: Tooltip of both surface and universe option

menu:
- recycle mod description
- input setting hotkey "visualize entity fluid pipelines"

factoriopedia:
- entity details "power required to heat"

platforms:
- request tooltip: "waiting on a higher priority request"
- setting import from "platforms"
- import from (unset) planet tooltip: "Any location"

The translations are done by the community. You can contribute on https://crowdin.com/project/factorio.

oh nice, did not know it was Community effort. Thought there were some professional translaters hired

This is an issue of the release process. We translators don't get access to the new (originally English) locale strings before they are pushed to the experimental branch. Then we can translate it. Which most often happens within hours. But then the players need to wait for days until the *next* release to get our translations. Which then often contains even more new English text, which is yet untranslated.

This is a side-effect of the experimental branch release process.
