[2.1.7] Disabling texture compression produces a recurrent lag spike.

Even while idling, with nothing on screen, where no fetching from the RAM-cached atlas should be happening. This seems to be an issue with texture streaming, because otherwise the game is playable normally, without DXT artifacts.

For reference, this does not happen when the atlas fits entirely within VRAM and texture streaming is disabled.
For example, on the same scene, with the space-age mod unloaded (even as these sprites aren't rendered or used on the current scene).
