Select red/green signals on inserter comparison

tl;dr
allow selecting signals by wire on the inserters, pumps, and enable/disable options similar to how you can on combinators.
Why?
This allows comparing between two chests to balance inventory in tight spaces without a whole other decider combinator. Can also allow chaining of inserters for balanced loading, so the first inserters don't activate until the last inserter picks something up in a setup like this: Thanks,
