Read Idle circuit signal on inserters

tl;dr
Output circuit signal on inserters when idle.
Why?
This would allow you to stop other inserters from activating until another inserter is done, letting you make prioritized outputs in sequence or otherwise. Ability to remove excess junk or only pull out when another belt or chest is full and the inserter is not moving.
