New mechanics for selecting targets for artillery

Dear developers, hello. In general, in the fashion that I am currently engaged in, I replaced an atomic rocket with an atomic artillery shell, and during its tests I had an interesting thought. Its essence is that if a projectile with a high destructive power is used, artillery does not fire it effectively. The artillery is currently firing at the enemy closest to it, and it needs 20 rounds with an explosion radius of 4 cells to destroy a large nest. If she fires an atomic projectile with a radius of 35 cells, then only 1 such projectile will be needed if fired into the very center of this nest. But since the artillery is firing at the very edge, the explosion will not touch the part of the nest located on the other edge, and then another shell will be needed, and they are expensive. Therefore, the idea is to enable artillery to fire so that when hit by this projectile, it causes the maximum possible damage to enemies.
