Support for powered non-internal-battery turrets, both fluid and solid ammo

ATM, AFAIK, there are four power options for turrets:
1. Unpowered item-ammo consuming turret (eg. gun turret).
2. Unpowered fluid-ammo consuming turret (eg. flamethrower turret).
3. Powered internal-battery no-ammo turret (eg. laser turret).
4. Powered internal-battery item-ammo consuming turret (eg. railgun turret).
What I would like is native support for some additional variations (without having to resort to scripting and having appropriate sidebar sections):
1. Powered no-battery item-ammo consuming turret. Like a gun turret, but needs power, and rotates/fires slower if power is low.
2. Powered no-battery fluid-ammo consuming turret. Like the flamethrower, but needs power and rotates slower (probably doesn't spew any slower, though) if power is low.
