Toolbar shortcuts reseting

I had mods installed and i know switching between saves with different mods screws up the toolbar shortcuts, but i am now playing with vanilla default. I deleted the .factorio folder so i can have a fresh one, i am on steam-deck.
I load into my game, rearrange the shortcut bar to what i like for vanilla, and the next time i exit out of factorio and go back into the game and load up the same save file it resets.
on my other laptop with windows it does not have this problem as it saves the shortcut bar layout between restarts.
I have steam cloud storage and blueprint storage disabled in game and through steam because of the massive about of save games i have (don't know if related though)
I don't know how to fix this as i already deleted the .factorio folder.
