TL;DR
Adding modules to building should not wait for building to be constructed.
What?
When building with modules is scheduled for construction by blueprint or copy&paste, construction bots with modules should be dispatched immediately and not wait for building has been constructed.
Why?
To construct buildings with modules faster.

No. This would cause bots to have to wait until building is placed and if there are no items that place building that robot with modules would be stuck or more complexity would be needed with robots task scheduling.

Doesn't landfill behave this way? I believe I've seen bots waiting for landfill to be places before placing the building.
IIRC, why is it OK in one case and not the other?

Could we change the suggestion to similar behavior? So the module bots will dispatch when the building's bot does?

That is very confusing to me because I know I've waited on landfill to show up. Unless this is a Mandela moment.

Taking my claim from a video in a FFF https://factorio.com/blog/post/fff-383, it's a bit fast but if you pause you can see all bot go at the same time to build.
Also, note that I don't really care that much for this feature, I just wanted to argue the reasoning for refusal was weird. I have no strong opinion about this I can completely play factorio with my bot waiting a little before try to put landfill or module.
