[2.0.73] Inserter into Smelter/Barreler does not wake up

An inserter feeding empty barrels into a barreling machine (in Pyanodons) appears to have not "woken up" when input fluid became available. In the image below, the barreler has input fluid, no output fluid, and the inserter is holding an empty barrel. This issue eventually resolved itself, but only after persisting in this state for about 30 minutes:
This appears to be a reoccurrence of a bug that was marked as resolved: viewtopic.php?p=582590
Here is a link to a save where the bug is "in progress" -- I am standing right next to the barreler shown above in the state shown above.
