Looking at the legendary uranium fuel cell, we will ask ourselves:"Does it have any effect?" Well, actually, with the most powerful productivity module, we finally have a chance to step on our own foot and rise to the sky.
Let we do some calculate.
1 235+19 238=20 uranium fuel cell, 20 depleted uranium fuel cell=18 238, it's almost a closed loop.

To achieve this self-sustaining cycle, we have the following two methods.
1：Using more powerful productivity module(Acording to my calculation, this will cost at least 0.3)(Yes, I am talking about you, The infinite quality).
In this case, not upgrading actually becomes an advantage, allowing high-quality nuclear reactor to produce depleted uranium fuel cell faster.
2: Add a third module slot to the centrifuge.
1 235+19 238=20 uranium fuel cell, 20 depleted uranium fuel cell=21 238, kovarex enrichment process will make 2 238 turn into 2/3*1.75=1.16 235, fantastic.

Just as you said, it can be used as raw material. But, in my opinion, legendary uranium fuel cell should have more fuel value.

Look at other, atomic bombs(more damage) and nuclear fuel（greater speed and acceleration) benefit from quality. Now I've realized that with just a small change, uranium fuel cell can also benefit from the mass system.

Maybe, or I just want to add a way for late-game nuclear fuel to become self-sustaining. Is it meaningful? Yes — when I play with just Quality and no Space Age.
