It looks like the key to reproducing this is:

* Drag build must be within-reach on the tile next to the ghost electric pole
* Moving the cursor onto the ghost must make it out-of-reach of the dragged-from electric pole

The only way to make this happen is for the connection to be partially diagonal.

But with that in mind, it's very easy to reproduce. It seems the build logic treats "revive electric pole" as if it's always going to connect to the dragged-from electric pole when that's not guaranteed.

This is now fixed for 2.1.
